The AFP Finance Center Multi-Purpose Cooperative (AFPFC MPC) formally welcomed the men and women of the National Police Commission (NAPOLCOM) as the Cooperative’s newest Kamay-Ari through a Memorandum of Agreement (MOA) signing ceremony at the NAPOLCOM Central Office on October 27, 2025.

Through the MOA, AFPFC MPC further expands its cooperative community, enabling NAPOLCOM's regular and organic personnel to access its full range of products and services.
The MOA signing ceremony was headed by AFPFC MPC Chairman of the Board MGEN RIZALDO B LIMOSO AFP (Ret) and NAPOLCOM Vice Chairperson and Executive Officer (VCEO) Commissioner Atty. Rafael Vicente Calinisan. Also present for the event were AFPFC MPC Members of the Board together with NAPOLCOM leadership officials.

In his message, Chairman Limoso expressed his gratitude for the formalization of the partnership with the Cooperative and NAPOLCOM. Chairman Limoso said that the MOA highlights the Cooperative’s efforts to bring its services to uplift more members.
“I am more than confident that you will be able to see how we commit to our promise: that AFPFC MPC Brings Better Benefits,” said Chairman Limoso.

Meanwhile during his remarks, VCEO Calinisan talked about his optimism about the financial empowerment the partnership will bring for NAPOLCOM personnel. VCEO Calinisan emphasized that the partnership will ensure that NAPOLCOM personnel get access to financial services catered to their needs.
VCEO Calinisan, whose parents were Kamay-Ari themselves, shared a personal story about how AFPFC MPC supported his family’s finances growing up, adding that the Cooperative was crucial in helping him finish his education and secure his future.

The inking of the MOA officially solidifies the partnership between the Commission and the Cooperative initiated through the efforts of AFPFC MPC Founder and Ex-Officio Director BGEN LYSIAS C CABUSAO AFP (Ret).
It also marks AFPFC MPC’s second partnership with a national government agency, following the historic signing with the Office for Transportation Security (OTS) on February 4, 2025.
