The AFP Finance Center Multi-Purpose Cooperative (AFPFC MPC) held a Memorandum of Agreement (MOA) signing ceremony with the Municipality of San Manuel, Tarlac on January 19, 2026 at the San Manuel Town Hall. This MOA Signing makes the partnership between the AFPFC MPC and the Municipality of San Manuel official, allowing regular employees of the San Manuel LGU to enjoy the wide and outstanding range of products and services offered by the Cooperative.
The AFPFC MPC contingent, led by Vice Chairman of the Board CAPT DANILO A MEMBRERE PN (Ret) together with the AFPFC MPC Board of Directors and Management, was welcomed by Municipal Mayor Doña Cresencia R. Tesoro and her respective officers and administrators at the Municipality of San Manuel.
Starting the program was Mr. Manuel “Bong” Barit giving reassurance to the AFPFC MPC visitors that they are most welcome in San Manuel, Tarlac.

AFPFC MPC Vice Chairman of the Board CAPT DANILO A MEMBRERE PN (Ret) thanked the Municipality of San Manuel for their openness and enthusiasm in entering this partnership, as the event marks a significant milestone for both AFPFC MPC and the Municipality of San Manuel.
Vice Chairman Membrere emphasized the highlights of AFPFC MPC, with its continuous growth in assets and membership, higher savings rates, ease of access to low-interest credit facilities, and member programs for financial literacy. “We are currently among the top cooperatives locally, regionally, and nationwide, as we continue our expansion to become number one”, he added.

Mayor Doña Cresencia R. Tesoro responded positively and acknowledged the reliability of the AFPFC MPC, “It gives me a lot of confidence and assurance that the finances of the LGU employees are well-managed because you are among the top in our country.” She believes that the financial well-being of LGU personnel is a sign of good governance. Then, on behalf of San Manuel constituents, she expressed gratitude to AFPFC MPC for the quality financial services it will deliver to the personnel of the Municipality of San Manuel - “stability and peace of mind that allows them to focus on rendering quality public service”.

As part of the program, the AFPFC MPC turned over office equipment for the San Manuel Town Hall to assist with their public service to constituents.
What began with a courtesy call on July 21, 2025 is now a full fledged partnership; with the signed MOA, AFPFC MPC has secured its second LGU partner, following the Municipal Government of Montalban, Rizal as its first LGU partner.
