Inauguration and Blessing of AFP PGMC Regional Liaison Unit - Baguio

Armed Forces of the Philippines Pension and Gratuity Management Center (AFPPGMC) Chief, COMMO LUIDEGAR C CASIS PN, AFPFC MPC (AFPFC MPC) Chairman of the Board of Directors, CAPT DANILO A MEMBRERE PN (Ret), and Undersecretary Reynaldo B. Mapagu, Philippine Veterans Affairs Office (PVAO) Administrator unveil the plaque that signifies the official inauguration of the Regional Liaison Unit (RLU) in Baguio City.

The AFP Finance Center Multi-Purpose Cooperative (AFPFC MPC) joined the unveiling of the newly constructed Armed Forces of the Philippines Pension and Gratuity Management Center (AFPPGMC) Regional Liaison Unit (RLU) in Baguio City.

The short program was attended by members of the Veterans Federation of the Philippines.

The Cooperative initially set out to provide infrastructure support for the Armed Forces of the Philippines Pension and Gratuity Management Center through the signing of a Memorandum of Agreement (MOA) at the AFPFC MPC Main Office on May 13, 2026.

On September 4, 2026, the RLU was inaugurated through a short program held inside Reservation Section “B”, Camp Henry T. Allen, Baguio City. Present as Guest of Honor and Speaker was Undersecretary Reynaldo B. Mapagu, Philippine Veterans Affairs Office (PVAO) Administrator, together with the AFPFC MPC Board of Directors, led by the Chairman, CAPT DANILO A MEMBRERE PN (Ret), and AFPPGMC Chief, COMMO LUIDEGAR C CASIS PN.

In his welcome remarks, COMMODORE CASIS reiterated how the veterans of the country should be honored: with utmost respect and dignity, manifested in the services and privileges that they receive.

This statement is echoed by AFPFC MPC Chairman CAPT MEMBRERE (RET) in his Message from the Donee, remarking, “We continue to stand with the PGMC in ensuring that no Kamay-Ari walks the path of service and retirement alone.”

The Guest of Honor and Speaker, PVAO Administrator USEC. Mapagu, commended the collaborative efforts of the AFP PGMC and AFPFC MPC, in what he describes as “making sure that there is no room for partiality in serving the pensioners – that they are given not just 99.99%, but ONLY 100% of the privileges and rewards they deserve as veterans.”

After the messages, the ceremony was turned over to REV FR COL LEO C BALANLAY CHS (GSC) for the blessing of the new office.
